European intelligence agencies are investigating potential Russian interference with sensitive satellites in orbit. The activity, involving Luch-1 and Luch-2 satellites, has raised concerns about the security of Europe’s space infrastructure and the growing strategic importance of orbital operations.

Potential Interference by Russian Satellites

According to the Financial Times, Russia’s Luch‑1 and Luch‑2 satellites have repeatedly operated close to European commercial and government spacecraft. Intelligence officials fear that these close approaches may allow interception of communications links between ground stations and orbiting assets. They also worry that such approaches could enable monitoring of those links.

Observers say the pattern of behaviour — prolonged proximity and multiple approaches — is uncommon for purely “routine” orbital manoeuvres. Officials have stressed that no formal determination of espionage has been made. However, the unusual activity has triggered internal reviews among European security agencies.

No Evidence of Damage, but Security Reviews Underway

While no permanent damage to European satellites has been publicly confirmed, authorities are examining whether communications or telemetry data could have been compromised. Modern society depends heavily on space infrastructure for navigation, secure communications, financial transactions, and disaster response systems. Even brief interference in orbital signals can disrupt these services or expose vulnerabilities.

Calls for improved space situational awareness have grown in recent years. This is because orbital traffic — both military and civilian — is increasing, and the number of private and national actors in space is expanding.

Historical Context: Russia’s Space Monitoring Missions

This is not the first time that Russia’s space activities have drawn scrutiny from Western agencies. Earlier generations of Russian spacecraft, such as those in the Olymp‑K and Luch families, were designed to inspect and interact with other satellites in geostationary orbits. While such missions were officially described as “space logistics and relay platforms,” analysts have long noted that they possess the capability to approach other spacecraft closely. This capability can be used for signal monitoring if not properly regulated.

The Olympic and Luch series have occasionally appeared in assessments by Western space trackers and defence analysts as examples of dual‑use technology. They are able to support legitimate relay tasks but are also capable of activities that raise questions about intent.

Europe Strengthens Space Security

European institutions have increasingly pushed for stronger space security measures. The European Space Agency (ESA) has underscored the importance of protecting satellites from interference as part of its Space Safety and Security Programme. Likewise, the EU Space Programme highlights resilience and security as core priorities amid a crowded and contested orbital environment.

Officials from NATO and the European Union have also discussed the need for greater cooperation on space situational awareness. This refers to the ability to track and interpret the movement and behaviour of objects in orbit.
