European heads of state, government representatives and business leaders have gathered in Dubai this week for one of the year’s largest international political and economic meetings, with discussions focused on global trade, artificial intelligence (AI) and evolving geopolitical dynamics.

The event, part of the World Governments Summit, runs from 3 to 5 February 2026 and is bringing together leaders and decision-makers from around the world. Organisers say attendees are expected to address wide-ranging challenges including economic uncertainty, the future of government and international cooperation, and the impact of rapidly advancing technologies such as AI.

A Global Gathering in the Gulf

According to reports, the summit has drawn participation from representatives of around 150 governments and 500 ministers, reflecting its broad international scope. European Union news teams are on the ground reporting on the proceedings and interviewing key figures attending the event.

Alongside political leaders, figures from international organisations are participating. For example, Mathias Cormann, the Secretary-General of the Organisation for Economic Co-operation and Development (OECD), was interviewed on the sidelines of the summit about the role of cooperation in addressing global challenges.

Trade and Economic Cooperation

One of the core themes of the summit is international trade cooperation. Delegates are considering how governments and businesses can adapt trading relationships in an era marked by supply chain shifts, competitive pressures and rising geopolitical tension. The presence of European representatives underscores the bloc’s continued interest in maintaining open trade channels amid global uncertainty.

The Gulf itself, and especially the United Arab Emirates, has been positioning itself as a hub for international commerce and investment. In recent years Chinese investment in the UAE has grown significantly, with the country seen as a key gateway for firms seeking to access broader markets in the Middle East and Africa.

Artificial Intelligence on the Agenda

Another major focus for the summit is artificial intelligence and technological cooperation. AI is increasingly central to global economic strategies and policy discussions, and world leaders are using the platform to explore both opportunities and regulatory questions around its development.

In parallel to the World Governments Summit, top scientific and academic figures are also convening in Dubai at related events, including gatherings of Nobel laureates and other leading researchers, highlighting the intersection of science, technology and policy.

The discussions take place against broader international efforts to develop frameworks for AI cooperation and governance. For example, a series of AI Action Summits have been held in recent years in global capitals — from Paris to Seoul — that aim to bring together governments, industry and civil society to shape the future of AI deployment.

Geopolitics and European Perspectives

In addition to trade and technology, geopolitical issues are high on the agenda. Europe remains concerned about shifting global power balances, from the U.S. and China rivalry to regional security dynamics. In statements linked with summit discussions, former Italian prime minister Mario Draghi has emphatically argued that Europe must strengthen its economic and strategic cohesion to remain influential on the world stage.

The backdrop to these conversations includes ongoing tensions such as the war in Ukraine, evolving relations with major powers like the United States and China, and efforts to recalibrate global cooperation mechanisms in the face of widening strategic competition.

Summit Outlook

The World Governments Summit in Dubai is expected to conclude later this week, with participants seeking to forge practical commitments around trade cooperation, responsible AI development, and diplomatic engagement. Observers note that such gatherings are part of a broader pattern of multilateral initiatives aimed at sustaining cooperation even as geopolitical pressures rise.
