Records fell across the continent this week. Germany hit 41.5°C. Denmark reached 37°C. Switzerland registered 38.8°C. Britain broke its June record again. Yet the story isn’t really about the temperature. It’s about the fact that a continent optimised for cold is struggling to cope with heat — and the political, cultural, and infrastructural reckoning that follows.

The Continent That Designed Out Summer

European architecture is a study in thermal retention. Stone walls, small windows, thick insulation, radiators — centuries of building logic oriented toward keeping warmth in. That logic worked when winters were the challenge. Today it traps heat in ways that turn bedrooms into ovens and offices into health hazards.

Hospitals, schools, and museums face the same structural problem. The Art Newspaper reported that European museums cut opening hours and converted their cool stone interiors into unofficial shelters during this week’s heatwave — a telling improvisation. Cultural institutions were managing a public health function they were never designed for. Meanwhile, French schools sent children home because classroom temperatures exceeded safe working conditions. The Louvre and the Eiffel Tower closed early. Trains were cancelled.

As The Guardian noted, Europe was warned. The 2003 heatwave killed around 70,000 people. Yet the lesson was incompletely absorbed. Twenty years of climate warnings later, the same failure modes are repeating — hospitals under pressure, transport disrupted, vulnerable populations without access to cooling.

Why Air Conditioning Isn’t Simply the Answer

The obvious solution is air conditioning. Europe’s resistance to it, however, runs deep — and not without reason.

In France, around 27% of houses and only 12% of flats have AC. Paris Mayor Emmanuel Grégoire recently described air conditioning as a “plague.” France’s Ecological Transition Minister called herself “appalled” at suggestions to install it everywhere. A recent French study found that eight in ten residents view AC as environmentally disrespectful.

These objections mix genuine environmental concern with cultural identity. Parisians who manage without AC point to trees, water, stone, and timing — opening early, closing midday, throwing water on pavements — as alternatives. As one Paris resident told The National, Americans visit Paris precisely because it offers what America lacks. The assumption embedded in that argument is that the climate Paris was built for still exists.

It doesn’t. And the structural obstacles to AC adoption compound the problem. Collective housing requires management committee approval and resident consensus before external units can be installed. Heritage regulations restrict visible modifications to historic buildings. Electrical grids face peak demand risk if AC adoption accelerates rapidly. The result: those who want to install AC often can’t, and those who manage without it are increasingly suffering the consequences.

Paris Is Trying Something Different

The most interesting response to this impasse comes from Paris itself. Rather than debating household AC, the city is expanding a district cooling network that uses water drawn from the Seine to cool buildings through underground pipes. The Guardian reports the system already runs more than 120 kilometres of underground infrastructure and the city plans to connect thousands more buildings in the coming years.

The logic is elegant: instead of installing individual AC units in every apartment and triggering the associated grid pressure, you cool the infrastructure collectively. The Seine — a thermal resource that exists below the streets — does the work that would otherwise fall to thousands of energy-intensive compressors. Furthermore, it sidesteps the heritage and consent issues that block household AC installation. The pipes go underground. The buildings connect to a shared system. No external unit visible on the façade of a 17th-century apartment building.

The Political Fault Line Running Through the Heatwave

Adaptation has become politically charged, and this week made that visible. Reuters reported that French residents swapped stifling apartments for hotel rooms as the only available escape from the heat — a telling market signal about the inadequacy of existing housing stock. In the UK, London Mayor Sadiq Khan called for AC installation in schools, hospitals, and workplaces, and launched a Heat Ready London plan.

In France, the AC debate split predictably along partisan lines. The far right wants to offer AC for all. The left wants structural adaptation: better insulation, urban greenery, public cooling centres. Both positions contain real arguments. The far right is correct that individual comfort in extreme heat is a public health issue, not a luxury preference. The left is correct that air conditioning can make urban heat islands worse while consuming energy that the grid struggles to supply at peak.

Neither position alone is adequate. As TIME observed, European infrastructure was built for a climate that no longer reliably exists. Adaptation means updating that infrastructure — not simply adding appliances to buildings designed around assumptions that heat itself is now invalidating.

Climate Adaptation Is Becoming Housing Policy

The deeper reframe this week demands: heat adaptation isn’t a climate story. It’s a housing policy story. The buildings people live in, the regulations that govern what can be modified, the ownership structures that determine who can make decisions — these are the variables that determine whether a heatwave becomes an inconvenience or a health crisis.

Europe has the regulatory ambition and the technical capacity to retrofit its cities for heat. What it has struggled to do is treat that retrofit with the urgency the climate trajectory now demands. Paris’s cooling network is a preview of what systemic adaptation looks like. It also took decades to build. The question isn’t whether Europe will eventually adapt. It’s whether it will do so fast enough to matter for the people currently sleeping in parks because their apartments are uninhabitable.
