The numbers from late June told a story Europe has heard before and still refuses to act on. A heat dome dragged air up from North Africa and sat over the western and central part of the continent for the better part of two weeks, pushing temperatures as much as fifteen degrees above seasonal norms. France recorded its hottest twenty-four-hour average on record and logged roughly a thousand excess deaths in a single week. Italy issued red heat alerts covering eighteen cities, from Milan to Palermo, while the Po River fell low enough for seawater to push inland and threaten both farmland and a river ecosystem already under strain. Hungary flirted with breaking its national temperature record. An early scientific estimate, built from historical mortality patterns rather than finalised national counts, put the continent-wide toll at roughly 20,000 excess deaths, which would rank the event among the deadliest weather disasters in Europe’s modern history. Official figures, as always, will take months to catch up with what everyone already knows happened.
What followed the heat was, predictably, an argument about air conditioning — and the argument was more revealing than the heatwave itself. Roughly eighty percent of homes in the European Union have no air conditioning at all; in the United Kingdom the figure is closer to ninety percent. That gap has now hardened into a genuine political fault line rather than a household appliance statistic. In France it produced a viral spat: Paris deputy mayor Audrey Pulvar published a lengthy rebuke of American commentators mocking the city’s lack of air conditioning, arguing that the United States’ own reliance on cooling systems and its outsized greenhouse gas emissions bore real responsibility for the heat gripping her city, and that Paris should not be lectured by a country whose own climate transition lags behind France’s. In Belgium, a right-wing member of parliament accused his own government of an “absurd” public health message that discouraged air conditioning use even as people were dying, and asked how many of those deaths sat on the government’s conscience. In Germany, commentators have taken to describing a form of national “AC-phobia” rooted less in engineering logic than in a lingering guilt reflex about consumption and climate.
There is a genuine argument buried under all of this noise, and it deserves to be separated from the noise rather than settled by it. France’s own cultural resistance to air conditioning has real roots: a long-standing, medically unfounded belief that moving from heat into cold air produces a dangerous “thermal shock,” a suspicion of “la clim” that predates the current climate conversation by decades and has more to do with mid-century folk medicine than with 2026 energy policy. That belief is worth retiring regardless of what Europe decides about carbon budgets, because it is simply wrong, and it has almost certainly cost lives this summer among people who could have afforded a unit and didn’t buy one out of superstition rather than principle.
But not every reservation about mass air conditioning is superstition, and treating the debate as a binary between enlightened Americans and stubborn Europeans flattens a policy question that Europe has genuinely earned the right to ask carefully. A continent whose building stock is older, denser and often protected by heritage rules cannot retrofit itself the way newer housing markets can; central air in a sixth-floor Haussmannian apartment or a listed Roman palazzo is not the same engineering problem as central air in a postwar suburban house. Grid capacity matters too, and matters differently depending on where you are: air conditioning drawn from France’s nuclear-heavy electricity mix carries a very different carbon and reliability cost than the same demand drawn from grids in Poland or, until recently, Germany, where coal and gas still do heavier lifting. A blanket “install air conditioning” prescription ignores that the same policy has a different climate cost depending on which country adopts it, which is precisely the kind of distinction a continent-wide shouting match is bad at making and a national energy ministry is well positioned to make.
None of that excuses the pace of the actual response. Passive cooling measures that genuinely work at scale — external shutters, reflective roofing, urban tree canopy, better insulation, building codes that treat summer heat as seriously as winter cold — have been available and understood for years, and European cities have moved on them slowly even as heatwave mortality has climbed year over year since the catastrophic summer of 2003, when an estimated 80,000 people died across the continent in a single season. Small nonprofits pushing retrofits, like the UK’s Shade, have had more urgency than most municipal governments. The 2003 heatwave was supposed to be the wake-up call that made “we weren’t prepared” an unacceptable answer. Twenty-three years and multiple record-breaking summers later, European officials are still giving that answer, just with better production values on social media.
The honest position is neither the American one, which mistakes a continent’s building codes and electricity mix for stubbornness, nor the reflexive European one, which treats a public health argument as a referendum on national identity. It is that Europe has spent two decades treating extreme heat as a weather event rather than the infrastructure and public health emergency the data has said it is since at least 2003, and that failure — not a shortage of air conditioners — is the real story this summer keeps trying to tell.
