European museums control their temperature with extraordinary precision. They do it for the art, not the visitors — maintaining the stable humidity and cool air that keep oil paint from cracking and canvas from warping. In the summer of 2026, that incidental climate control has taken on a second function. People are using museums as shelters from heat that their own homes, workplaces, and city streets cannot manage.
Built for a Climate That No Longer Exists
The 2026 European heatwaves have broken temperature records in Austria, Belgium, Denmark, France, Germany, Italy, the Netherlands, and the UK. Paris topped 40°C on June 24 and 25. Excess mortality from the summer’s events may reach between 17,000 and 25,000 people across Europe, according to preliminary estimates. Against that backdrop, the question of where people can go when cities become dangerously hot is no longer abstract.
Ann Bourgès, senior conservation scientist at the French Centre for Research and Restoration of Museums, put it plainly. She said that many European museums occupy buildings “designed for a climate that no longer exists.” The statement applies equally to the people inside them. Museums were not designed as public cooling infrastructure. But the same controlled environments that protect 17th-century canvases from temperature fluctuation happen to be among the most reliably cool spaces in many European city centres.
Not every museum qualifies. The Louvre — paradoxically, given its prominence — is largely not air-conditioned, and closed two hours early during the peak days of the June 2026 heatwave. The Musée de l’Orangerie, housing Monet’s Water Lilies, is air-conditioned and has functioned as a more reliable alternative during heat events. The distinction matters: being a museum does not automatically mean being cool. The public’s growing instinct to seek refuge in cultural institutions is outpacing those institutions’ actual capacity to serve that function.
The Infrastructure Gap
A 2022 survey by the Network of European Museum Organisations (NEMO), covering 578 museums across 38 countries, revealed the scale of unpreparedness. Fewer than one in ten museums had analysed the climate challenges specific to their region. Only three in ten had assessed the climate impacts they were likely to face. More than half had undertaken no climate-friendly building measures at all.
This creates a structural contradiction. Museums function as de facto climate shelters during heatwaves. They do not serve this role by design; they become shelters because their buildings stay cool and remain publicly accessible. Yet most of those institutions have not planned for this role, cannot guarantee it, and in some cases have had to restrict visitor access specifically because the heat stress on their collections and buildings is exceeding what their climate systems can handle. The same event that drives people toward museums can force museums to close.
The Louvre is taking this seriously. It has begun climate mapping of its halls and joined the European research project JPI Refresh, which focuses on climate change impacts on art conservation. The framing remains collection-centred — protecting the art — but the data being gathered will also reveal which spaces within the museum remain habitable for visitors under extreme conditions. Preservation science and public health infrastructure are, quietly, converging around the same measurements.
Cities Are Moving Faster Than Museums
Where museum institutions have been slow, city governments have moved faster. Murcia, Spain, runs a Climate Shelters programme that designates libraries, museums, youth centres, and shaded parks as official cooling spaces during peak summer weeks, providing thermal comfort, drinking water, and rest areas specifically for vulnerable residents. The network publishes a digital map of shelter locations and opening hours. According to Interreg Europe, during the 2024 heatwave the programme assisted 132 vulnerable individuals, most experiencing homelessness, by directing them to designated shelters.
Valencia has built a similar network, activated in summer 2024 and expanding to 20 sites in 2025. The criteria for a climate shelter — air conditioning or natural ventilation, seating, toilets, drinking water, cultural or leisure activities — describe, essentially, what a functioning museum or library already provides. The innovation is not new infrastructure. It is official recognition that existing public buildings serve a climate function and that function should be planned, mapped, and communicated.
This connects to the broader pattern explored in Europe Was Built for Winter. Now It Has to Survive Summer: European infrastructure across every domain — buildings, transport, healthcare, public space — was optimised for a temperate climate that extreme heat events are systematically exposing as inadequate.
When Cultural Policy Becomes Climate Policy
The deeper implication is institutional. Cultural institutions are funded to preserve heritage and provide public access to art. Climate adaptation is funded through health, housing, and infrastructure budgets. These categories have not historically overlapped. Heatwaves are forcing a renegotiation.
Frankfurt’s German Architecture Museum opened an exhibition on June 20 called “TOO HOT: Scorching Cities, New Ideas” — examining how architects and urban planners can create cooler urban spaces without significantly increasing energy costs. The exhibition runs until February 2027. It sits inside a building that is itself part of the answer to the question it poses: a publicly accessible, climate-controlled space, open during the hottest hours of the day, in a city that needs more of them.
Museums are being asked to function as civic infrastructure at the same time as their collections face increasing climate stress, their visitor comfort systems are tested beyond design parameters, and their conservation scientists are discovering that the stable environments they maintain for art are among the most valuable climate assets in European cities.
The budget lines for this don’t yet exist. Cultural spending is cultural spending; emergency heat response sits elsewhere. But the logic of the situation is pushing toward integration. A museum that closes in a heatwave to protect its collection is failing a public that has nowhere else to go. A museum that stays open and manages both is performing a function that no single budget category currently accounts for.
What museums protect is changing. The paintings were always there. The people seeking shelter are new. The infrastructure that serves both is the same building.
