For seven centuries, the glassmakers of Murano were the most protected craftsmen in Europe — and the most trapped. What the Republic of Venice built was not a community but a system. The question now is whether anything of that system survives, and what exactly it is worth protecting.
There is a particular quality to the light in the Venetian lagoon, and it has something to do with water. The lagoon is shallow — rarely more than a metre or two deep across most of its expanse — and the light bounces off its surface and then off the mud below and comes back up diffused and strange, not quite like light anywhere else. The painters noticed. The glassmakers, working with a material that is itself made of light in a sense, surely noticed too, though they left fewer written records of what they observed through the windows of their workshops while the furnaces roared behind them.
Murano is a cluster of small islands about a kilometre north of Venice, connected to each other by low bridges and to the main island by a vaporetto that runs every twenty minutes. It takes fifteen minutes to walk its length. The main canal, Rio dei Vetrai — the canal of the glassmakers — runs through the heart of it, and along its banks the furnaces have been burning, with some interruptions, for over seven hundred years. The chimneys are still there. Some of the furnaces still work. Some are empty.
The decree of 1291, and what it actually meant
The official version of the story, the one on every tourist plaque and souvenir shop brochure, goes like this: in 1291, the Venetian government decreed that all glassmaking furnaces must be moved from the main city of Venice to the island of Murano. The reason given was fire. Venice was built of wood. The furnaces burned at temperatures above a thousand degrees Celsius. The risk was obvious, the logic was sound, and the move was made in the interests of public safety.
This is probably partly true. But historians have been fairly consistent in pointing out that it is not the whole truth, and possibly not even the main truth. What the relocation also accomplished — what it was almost certainly designed to accomplish — was the concentration of the most valuable industrial knowledge in Venice in a single location that could be monitored, controlled, and if necessary sealed. The glassmakers of Murano knew things that the Venetian state considered a strategic asset. The decree ensured that those things stayed where Venice could keep an eye on them.
A follow-up law in 1295, four years later, made explicit what the first decree had implied: glassmakers were forbidden to leave the Republic. The penalty for attempting to do so — to take your furnace, your techniques, your family recipes for colouring glass and your knowledge of how to achieve near-perfect clarity in molten sand — was severe. Some accounts say death. Others say the confiscation of everything you owned and the extension of punishment to your family. Neither option encouraged experimentation.
The privileges and the cage. The arrangement was not without its compensations. By the fourteenth century, Murano glassmakers were allowed to wear swords — a right normally restricted to the nobility. Their daughters could marry into Venice's most prominent families. They enjoyed a degree of immunity from prosecution that ordinary citizens did not. They were, in the language of the Republic, a heritage to be protected. The distinction between being protected and being imprisoned is, in practice, sometimes a matter of perspective. The glassmakers of Murano had both, simultaneously, for centuries.
What the system produced, over the following two centuries, was extraordinary. The techniques refined and invented on Murano during this period amount to a kind of sustained explosion of applied ingenuity. Cristallo — glass of such purity and clarity that it resembled rock crystal — was perfected here in the fifteenth century by Angelo Barovier, whose family name still exists in the Barovier & Toso glassworks today. Millefiori, the technique of fusing together rods of coloured glass so that a cross-section reveals a field of tiny flowers. Lattimo, a white glass so opaque it could convincingly imitate Chinese porcelain. Filigrana, the incorporation of white glass threads twisted into patterns within clear glass. Aventurine, glass suffused with copper crystals that catch the light like something metallic trapped inside something transparent.
Popes ordered it. Kings bought it. The Hall of Mirrors at Versailles — that defining image of French royal splendour, seventy-three metres of reflected grandeur — owes its existence in part to the fact that Louis XIV’s minister Colbert reportedly lured Venetian glassmakers to France to teach his own craftsmen how to make large, flawless mirrors. Venice’s monopoly on that particular secret, carefully maintained for decades, was broken by a combination of industrial espionage and the human desire to simply go somewhere else and be free of the arrangement.
The techniques leaked slowly, then all at once. What had taken Venice centuries to build — a monopoly on knowledge, enforced by state power — could not survive indefinitely against the combined forces of European ambition and the fact that glassmakers were, in the end, people who sometimes wanted to leave.
The long decline and the problem it produced
By the seventeenth century, the monopoly was fracturing. Competitors had emerged in Bohemia, in France, in England. The secrets that Venice had guarded with such intensity were now, despite best efforts, becoming common knowledge — not all at once, but in the way that knowledge tends to move when there are enough determined people trying to acquire it. Bohemian crystal, with its different chemical composition and its clarity, began taking market share from Murano in the eighteenth century. Napoleon’s conquest of Venice in 1797 and his dissolution of all the guilds, including the glassmakers’, destroyed the institutional framework that had sustained the industry for five hundred years. By 1820, most of the furnaces had gone out.
The revival came, eventually. It came in waves — a nineteenth-century resurgence built on nostalgia and tourism, a twentieth-century awakening that brought international artists to the island. Pablo Picasso had work made here. Alexander Calder. In the 1970s, the American artist Dale Chihuly arrived and learned from Murano masters, then went home and helped reshape the American studio glass movement. The island’s reputation, even through the decades of contraction, remained immense.
In the 1990s, the industry employed around six thousand people. That number fell to roughly two thousand within a decade. By the most recent surveys, covering the period to 2022, of the two hundred and sixty-six glass companies that had once operated on the island, somewhere between sixty and seventy remained, employing perhaps six hundred and fifty people. The energy crisis of 2021 and 2022 — when natural gas prices spiked by over a thousand per cent — very nearly ended things entirely. Glass furnaces cannot be turned off; the crucibles break. They must burn continuously, consuming ten to twelve million cubic metres of gas per year across the industry. When the price of that gas increased twelvefold, the economics became impossible, and around eighty per cent of production stopped.
The furnace problem. A glass furnace on Murano burns at over a thousand degrees Celsius, twenty-four hours a day, for eleven months of the year. It is extinguished only in August, when the heat makes working intolerable and the masters take their annual break. Restarting a furnace takes about a week and costs tens of thousands of euros. This is what makes the industry structurally fragile: there is no scaling down. You are either on or you are not. When the energy crisis hit, the choice was between producing at a loss or stopping completely — and stopping completely carried its own enormous cost.
The industry survived, partly through government subsidy, partly through a combination of stubbornness and the fact that there is genuinely nothing else that Murano does. But it survived in a diminished form. And into that diminished form — into the gap between what Murano once was and what it currently produces — an enormous quantity of fraudulent product has flowed.
What is sold in the city, and who profits from it
The consortium of original Murano glass producers, Promovetro, has a figure that it repeats in various reports and public statements: seventy per cent. That is their estimate of the proportion of objects sold in Venice and on Murano itself as “Murano glass” that are not, in fact, made there. They are made elsewhere in Europe or beyond and imported, labelled and sold in tourist shops at prices that real Murano glass — made by a craftsman who has spent years in apprenticeship, who knows how to work within the specific temperature windows that different colours require, who signs his work because each piece bears his particular decisions — cannot match.
This is a different problem from counterfeiting in the conventional sense. Nobody is putting a numbered Vetro Artistico sticker — the official certification scheme established by the Veneto regional government in 1994 — on a factory-made pendant. What is happening is subtler and in some ways harder to prosecute. The term “Murano glass” refers, technically, to glass made in Murano. The term “Murano style” is legal, means nothing specific, and is used on labels designed to look as though they mean the former. A shop on the Fondamenta dei Vetrai — the canal where the glassmakers have worked for seven centuries — can legally sell objects that were made nowhere near it, provided the labelling, if examined closely, uses the right prepositions.
The practical result is that a tourist who walks into a Venice glass shop and buys something for twelve euros that looks approximately like the chandelier she admired in a proper furnace has, in all likelihood, bought something produced in a factory setting with machinery, coloured with spray varnish applied to the outside of the glass rather than minerals mixed into it while molten, and assembled to a template that produces identical results thousands of times. It will look like Murano glass from a distance. It will not feel like it, weigh like it, or last like it. And the person who made it — if “made” is even the right word — received none of the benefit of seven hundred years of accumulated knowledge being attached to the name on the label.
The irony is precise and uncomfortable: Venice spent five centuries imprisoning glassmakers on an island to protect the value of their knowledge. Now the shops on that island sell objects that exploit that knowledge while paying none of the people who hold it.
The authentic workshops are identifiable if you know what to look for. A genuine piece carries the Vetro Artistico sticker and a certificate that includes the name of the master and the furnace. The piece is not identical to any other piece, because it cannot be — the nature of glassblowing, the decisions made in the moments when the material is plastic and responsive and then suddenly not, mean that each object is the particular result of that particular afternoon in that particular pair of hands. There are almost always small asymmetries, a slight variation in colour, a bubble caught in the glass that the maker decided to keep or simply couldn’t remove in time. These are not flaws. They are the record of a process that involved a person.
A real chandelier from a Murano furnace costs what it costs because it represents hours of work by someone who spent years learning how to do it and who may have difficulty finding an apprentice, because the work is hard and hot and slow-to-reward and young people in Murano, like young people everywhere, have other options. The workshops are not full. The masters are not young. The knowledge that Venice once considered worth imprisoning people to retain is now held by a few hundred people on a small island in a lagoon, and it is leaking away not through industrial espionage this time, but through simple attrition.
What the Republic of Venice understood, and what its elaborate system of control expressed, was that this kind of knowledge — accumulated over generations, embodied in specific hands and specific workshops, inseparable from the place that produced it — is not like other resources. You cannot stockpile it. You cannot export it without losing it. Once it stops being practised, it does not come back, because you cannot learn it from a description or a video or a certificate of authenticity attached to an object that contains none of it. The furnaces that go out in Murano now go out differently than they did in 1820. They go out in a world where the name that gave their products their value is being used, legally, on things they did not make.
The Vetro Artistico® Murano certification, established in 1994, is the only legally recognised mark of origin for genuine Murano glass. It appears as a small numbered sticker on the object and should be accompanied by a certificate naming the furnace and, where applicable, the master glassmaker. The absence of this mark is not, by itself, evidence of fraud — many authentic workshops choose not to participate in the consortium — but its presence is the only reliable guarantee. Promovetro’s figures on counterfeit prevalence date to various surveys between 2010 and 2022. The energy crisis recovery is ongoing as of 2026, with state subsidies partially restoring production levels.
