On 5 August 2026, Transport for London licensed self-driving cars to carry paying passengers for the first time. It isn’t a driverless future yet — a human still sits behind the wheel. But London has just become one of the world’s most demanding testing grounds for autonomous transport.

What TfL Actually Approved

TfL granted private hire vehicle (PHV) licences to a fleet of Wayve’s autonomous, all-electric Ford Mustang Mach-E cars. Up to 15 vehicles can now operate on a trial basis. Each licence is valid for one year. The approval completes what Wayve and Uber call the “triple-lock” requirement. Operator, driver, and vehicle must all hold valid TfL licences before a single fare gets collected. Uber already held its operator licence. This step covers the vehicles themselves.

Crucially, TfL licensed these cars as PHVs, not as automated vehicles. A trained safety driver stays behind the wheel, ready to take over at any moment. London hasn’t approved driverless taxis. It has approved taxis that can drive themselves under human supervision.

A British Company Behind the Wheel

Wayve, founded in London in 2017, built the AI Driver software running these vehicles. Unlike rivals that rely on LiDAR and pre-built street maps, Wayve’s system uses six cameras and radar feeding a single neural network. It learns to drive without a fixed map of the city. That’s a distinctly different engineering bet, and London is where it’s being tested at scale. Uber manages the fleet and platform side. The arrangement pairs British AI with an American platform on London’s streets — a combination worth watching well beyond transport.

The Demand Is Already There

Uber reports that over 100,000 Londoners signed up for its interest list in just eight weeks. That number reframes the usual assumption. This isn’t simply a story about residents fearing robotaxis. Plenty of them actively want to try one. The real question shifts. It’s less about whether London can deploy the technology, more about how quickly it can make autonomous transport feel ordinary.

London Wasn’t the Easy Choice

Narrow streets, double-decker buses, cyclists, black cabs, roadworks, and unpredictable pedestrians make London genuinely difficult to automate. Wayve has been testing here since 2018, treating the city’s complexity as a feature, not an obstacle. This is one of the hardest places to prove the technology works. That’s precisely the point.

London is also becoming a competitive stage for autonomy itself. Baidu’s Apollo Go began testing in Brent on 28 July 2026, running a purpose-built robotaxi with 38 sensors, including eight LiDAR units. It has logged over 22 million cumulative rides globally. Alphabet’s Waymo is testing too. Wayve remains the only company with full PHV vehicle licensing so far, giving Uber a genuine early lead. US, Chinese, and British approaches to autonomy are competing on the same streets.

What This Means for Taxi Drivers

TfL’s decision drew immediate pushback. The GMB Union, representing thousands of London’s private hire drivers, called the ruling “a worrying development.” The App Drivers and Couriers Union has opposed self-driving taxis outright. That resistance sits against a deeper tradition. Black cab drivers train for years to earn “The Knowledge,” memorising the city’s roads in extraordinary detail. Wayve’s AI Driver learns London differently, through cameras and neural networks rather than years of memory. The Knowledge versus machine learning isn’t just a technical contrast. It’s a clash between two ways of understanding a city.

The deeper question extends beyond job losses alone. Driving has functioned as both employment and identity for generations of Londoners. What happens to a city when driving stops being something only people do?

Safety Still Sits With a Human, For Now

TfL has been explicit that safety remains its top priority. Any new licence must align with its target of eliminating deaths and serious injuries on London’s roads by 2041. Under current rules, the licensed driver retains full legal responsibility for the vehicle at all times, even while the AI does the actual driving. Full driverless operation would require separate approval from the Driver and Vehicle Standards Agency, a step Uber and Wayve haven’t yet reached.

That distinction matters more than the headlines suggest. London hasn’t handed over its streets to machines. It’s created a supervised space where AI can prove itself, block by block, before anyone removes the human safety net.
