Europe’s rivers are running dry, and its power plants are running out of cooling water. This week, Hungary nearly shut down its largest nuclear plant. Romania detonated rock to keep another one running. The question isn’t whether Europe’s climate is changing. It’s whether the continent’s infrastructure can still work in it.

Europe’s Rivers Are Running Out of Room

A summer heatwave and drought have pushed the Danube to record lows across Hungary and Romania. In Budapest, the river fell to just 31 centimetres, 28cm below the previous 2018 record. That’s not simply a scenic problem. Rivers underpin European industry, carrying chemicals, oil, and manufactured goods between ports and factories across Germany, the Netherlands, and beyond. Lower water means smaller cargo loads and higher shipping costs. Barges can’t load to capacity without risking grounding. In late July, low levels on major European waterways were already forcing several industries to cut production, from oil refining to chemical manufacturing. Dutch officials confirmed the Rhine had also hit historic lows. That adds pressure to supply chains built around dependable river depth year-round. Europe’s climate problem no longer just means hotter summers. It’s starting to interfere with the systems that keep Europe running.

When Water Threatens Europe’s Power Supply

This week’s Danube crisis makes that shift unmistakable. Hungary’s Paks plant normally supplies about half the country’s electricity. Three of its four reactors shut down between July 29 and August 1. By Monday, output had collapsed to just 10% of capacity, running on a single turbine. Romania faced a parallel emergency at Cernavodă, its only nuclear plant. One reactor unit shut down entirely. Engineers detonated rock formations in the riverbed to redirect water toward the plant’s cooling systems. Both governments urged households and businesses to cut electricity use. Romania declared a nationwide state of alert for August.

The mechanism is simple, and structural. Nuclear plants like Paks and Cernavodă draw river water for cooling, then return it warmer, within strict environmental limits. Those limits were set decades before today’s heat extremes. When rivers run low and hot simultaneously, plants must throttle output exactly when demand peaks. Air conditioning use spikes alongside the same heatwave straining the river. It’s a feedback loop: the hotter it gets, the more power people need, and the less capacity plants have to supply it. Water security is becoming energy security.

The Infrastructure Was Built for Another Climate

This isn’t an isolated Danube story. The European Environment Agency’s climate risk assessment identifies 36 major climate risks spanning infrastructure, food, health, ecosystems, and finance. Crucially, the agency warns that Europe’s adaptation measures aren’t keeping pace with rapidly intensifying risks. Southern Europe faces compounding heat, water scarcity, and wildfire. Northern and northwestern Europe faces flooding and coastal erosion instead. Different parts of Europe are becoming vulnerable in different ways.

Wildfires illustrate the same pattern from another angle. A World Weather Attribution analysis found climate change made the hot, dry, windy conditions behind Spain’s 2026 fires at least 20 times more likely. In France, the same conditions became roughly twice as likely. Fires don’t just burn forests. They threaten homes, roads, railways, power grids, and telecommunications simultaneously, while smoke degrades air quality in cities far from the flames. Once treated purely as a natural hazard, wildfire increasingly behaves like an infrastructure risk too.

Climate Risk Is Becoming Economic Risk

The financial scale is already substantial. Between 1980 and 2024, weather and climate extremes caused roughly €822 billion in economic losses across EEA member and cooperating countries. A quarter of that damage arrived in just the last four years alone, a clear sign the pace is accelerating. The same period saw around 441,000 deaths, roughly 95% linked to heatwaves. Less than a third of these losses were insured. That leaves governments and businesses absorbing costs they neither fully planned for nor can easily pass on. Climate risk is becoming financial risk, embedded directly into insurance markets, public budgets, and industrial planning, whether or not policymakers have priced it in yet.

Europe Must Build for Resilience, Not Just Efficiency

Europe is currently pouring investment into defence, energy, digital, and industrial infrastructure. New bridges, factories, data centres, and grid expansions all make headlines. A quieter question rarely does: can that bridge withstand the floods of 2076? Can that power plant still cool itself when rivers run 40°C? Can that port stay viable if river shipping keeps shrinking?

Europe’s infrastructure model has long prioritised efficiency, cost, and connectivity. The Danube crisis suggests that model now needs a fourth pillar: resilience. Europe doesn’t only need to build more infrastructure. It needs to build infrastructure differently — for the climate it actually has, not the one its systems were designed around decades ago.
