Brussels wants to triple its data centre capacity within seven years. It also wants to protect a resource already stretched across half the continent. Water and AI infrastructure are converging on the same strained map, and Europe hasn’t fully reconciled the two.
Europe’s AI Ambitions Need More Than Electricity
In June 2026, the European Commission proposed the Cloud and AI Development Act (CADA), aiming to at least triple EU data centre capacity within five to seven years. The goal sits inside a broader push for digital sovereignty. Currently, three US firms, AWS, Microsoft, and Google, control roughly 70% of the EU cloud market entirely. CADA’s own text lists the resources this expansion actually requires: energy, land, water, and financing. Water sits alongside electricity as a genuine constraint here, not an afterthought. Europe wants more AI. But AI needs more than chips and power. It needs water too.
Brussels Is Already Tracking the Cost
The EU isn’t approaching this blindly. Since 2024, larger data centres must report both energy and water performance data into an EU-wide database. In March 2026, the Commission opened consultation on an EU-wide rating scheme for data centres. It covers energy use, water consumption, renewable power, and waste-heat reuse together. CADA’s Title III adds teeth. Acceleration zones must weigh grid capacity and resource availability before granting fast-track permits. If Europe is going to build an AI economy, it clearly wants to know what that economy costs.
Europe’s Water Was Already Under Strain
This expansion lands on genuinely stretched ground. A February 2026 Joint Research Centre analysis estimated Europe’s annual water demand at roughly 140 to 200 billion cubic metres. Energy and agriculture drive most of that demand. Human activity already appropriates between 10% and 50% of available freshwater across many European river basins. Southern Europe faces the sharpest pressure. Climate projections suggest that gap will widen, while northern regions may see stable or rising availability. The Numbers Need Careful Handling
Individual claims like “one ChatGPT query uses X millilitres of water” vary enormously by location, cooling method, and energy source. They shouldn’t be treated as fixed facts. Broader estimates carry more weight instead. The Commission’s environment directorate has cited global projections. Data centres worldwide could consume roughly 5 billion cubic metres of water annually by 2027. That figure is global, not EU-specific, and the distinction matters for accuracy. A July 2026 review in Nature Reviews Clean Technology examined freshwater stress, energy demand, and emissions together. Better cooling design and hardware efficiency, it found, can meaningfully cut water use per unit of computing. Even so, rapid growth in AI demand risks outpacing those efficiency gains. More AI doesn’t automatically mean proportionally more water, but rising demand can still overwhelm the savings.
AI’s Water Problem Could Become Part of the Solution
Here’s the more surprising twist. In March 2026, the Commission highlighted research on data centre waste heat. It could potentially power seawater purification, atmospheric water harvesting, and even carbon capture. Under the right conditions, researchers suggest some facilities could become genuinely “water-positive”, giving back more usable water than they consume. Separately, in May 2026, the Commission opened an EU-wide action plan on digitalising the water sector. It explores how AI and IoT sensors could cut leaks and improve ageing water infrastructure. AI is becoming a water problem in some places. In others, it’s starting to look like part of the fix.
The Real Question Is What Europe Prioritises
Europe wants digital sovereignty. It wants AI leadership that doesn’t lag behind the US and China. It also wants climate neutrality and water resilience, all at once. Each goal is defensible on its own terms. The tension emerges when they compete for the same physical resources, in the same stressed regions, at the same time. Can Europe build an AI economy without turning water into another strategic resource nations compete over? That question doesn’t have an easy answer yet. The infrastructure decisions made over the next few years will effectively answer it anyway.
