Attention Is Becoming Education’s Scarcest Resource

In OECD countries, nearly three in four students spend more than an hour each weekday browsing social networks. Nearly one in three reports getting distracted by their own device during lessons. And around six in ten say other students’ device use disrupts their concentration. These aren’t edge cases. They’re the median student experience in most developed countries. The question education systems are struggling to answer is not how to use technology better. It’s how to protect the conditions that make learning possible at all.

The Homework Problem Was a Distraction

The arrival of ChatGPT in classrooms generated a specific kind of panic: students are using AI to write their essays. Schools responded with plagiarism detection software, oral examinations, and policy rewrites. As explored in AI Did Not Kill Homework. It Changed What Homework Is, the more interesting question isn’t whether AI does the homework but what homework should be in a world where AI can do it. That reframing pushed the debate toward assessment design and the nature of demonstrable understanding.

But underneath both the homework debate and the assessment redesign sits a more fundamental issue that neither fully addresses: students are spending less and less time in a state of undistracted, sustained thought. AI completing an essay is a problem when students submit it dishonestly. Fragmented attention is a problem even when students are trying their hardest.

What the Data Actually Shows

The OECD’s PISA in Focus report on managing screen time is precise about the numbers. Three-quarters of OECD students spend more than an hour daily on social networks on school days. A third get distracted by their own device in class. More than half get distracted by other students’ devices. The Welsh Senedd Research summary adds that 65% of students report being distracted by their own devices during lessons — consistent with the OECD’s findings across different country samples.

The same data links device use patterns to mathematics performance and sense of belonging at school. Students who use devices excessively during class tend to perform less well and feel less connected to their learning environment. The direction of causality is contested — students who are already disengaged may reach for devices more readily — but the correlation is consistent enough across countries to treat as a structural signal, not random noise.

Meanwhile, the OECD’s How’s Life for Children in the Digital Age report adds another dimension. Fifteen-year-olds in OECD countries already use digital devices for an average of two hours during the school day alone. Before and after school, that usage continues. The cumulative effect is a generation that spends a significant portion of its waking hours in an attention environment very different from the one most educational practices assume.

Attention as an Educational Input

Education systems have long assumed that students arrive capable of sustained attention. Lessons are designed around it. Examinations depend on it. The ability to read a text carefully, hold an argument in working memory, and follow a line of reasoning over twenty minutes are prerequisites for almost every form of learning that schools attempt to deliver.

None of those capacities are guaranteed. They develop through practice. And the practice environment that most students now inhabit outside school — and, increasingly, inside it — systematically rewards the opposite: rapid switching, shallow processing, and responsiveness to stimulus rather than persistence through difficulty.

The OECD’s Trends Shaping Education 2025 identifies the attention economy as one of the structural forces reshaping how young people relate to information and learning. The same algorithms that make social media platforms engaging are, by design, hostile to the kind of sustained focus that reading, mathematical reasoning, and scientific thinking require. That isn’t a bug in the attention economy. It’s the product.

When Banning Phones Isn’t Enough

The most common institutional response to in-class distraction has been smartphone restriction — banning devices during lessons or confiscating them at the school gate. The evidence that this helps is real but limited. Removing the device removes one distraction. It doesn’t rebuild the capacity for sustained attention that years of fragmented media consumption may have eroded.

This is the harder problem. As the Senedd Research review notes, the debate about smartphones in schools often focuses on the device as the unit of intervention, when the more important intervention may need to target the habit of mind — the expectation of constant stimulation, the difficulty tolerating boredom, the instinct to reach for a device whenever thinking becomes effortful.

Teaching students to sustain attention is not a new educational goal. What’s new is that it now competes with a multi-billion-dollar industry specifically designed to undermine it, and that students arrive at school after hours spent in that industry’s grip.

What UNESCO Gets Right

The UNESCO report on AI and education frames the central challenge not as technology management but as the protection of specifically human capacities: critical thinking, creative reasoning, and independent judgement. These capacities don’t emerge automatically. They require the kind of sustained, effortful cognitive engagement that both AI and social media, in different ways, tend to shortcut or replace.

If students outsource writing to AI and their reading is fragmented by algorithmic feeds, the cognitive muscles that schooling aims to develop may atrophy not because schools failed to teach but because the surrounding environment systematically rewards not using them.

As explored in Childhood Is Being Optimised. That Is the Problem, the optimisation logic that shapes children’s digital environments is oriented toward engagement metrics, not developmental outcomes. School systems are the primary remaining institution that orients itself around developmental outcomes. That makes the question of attention not just an educational management problem but a structural one about what schools are for in a society that otherwise increasingly values speed and frictionlessness over depth.

The Real Scarcity

Education systems once competed to provide information. Libraries, encyclopaedias, textbooks — the accumulation and distribution of knowledge defined what schools offered that students couldn’t easily access elsewhere. That advantage collapsed long ago.

Today, schools offer something rarer. They are among the few structured environments that still ask young people to think carefully, at length, about difficult things, without the option of skipping to something more stimulating. That sounds modest. In the current attention environment, it is one of the most countercultural things a public institution can do.

Attention is becoming education’s scarcest resource. What that means, practically, is that protecting the conditions for attention — not just the technology in the classroom, but the habits of mind students develop across their whole day — has to become as central to educational policy as curriculum design or assessment reform. The information is everywhere. The ability to think with it is not.
