Romania’s plan for a €5‑billion AI “gigafactory” is not just another data‑center announcement. It signals a deeper shift: artificial intelligence is becoming an energy‑intensive industrial system, tied to geography, power grids and state strategy. Europe may not lead in AI models, but it is quietly positioning itself to host the machines that run them.

Why Is AI Suddenly About Electricity?

Romania is preparing to build one of Europe’s largest AI hubs, with up to 100,000 accelerators and an estimated 1.5GW of power demand. That is roughly the consumption of a mid‑sized city.

The project will sit next to the Cernavodă nuclear plant and a planned SMR site in Doicești. This is not a coincidence. It is a design principle.

AI is no longer a cloud service floating above the world. It is a physical system that needs stable, cheap and politically secure electricity.

Romania’s AI Gigafactory: More Than a Data Center

The EU plans several AI gigafactories across the bloc. Romania’s bid stands out because of its energy logic: nuclear baseload, land availability and lower operating costs.

The scale matters. A cluster of 100,000 accelerators is not a research facility. It is industrial computing — closer to a steel mill than a server room.

And it raises a simple question: Where will Europe put the machines that power its AI ambitions?

From Code to Concrete: The Industrialization of AI

The language of “gigafactories” used to belong to batteries and electric vehicles. Now it is moving into AI.

Accelerators have become a form of industrial capital. They require cooling, land, transmission lines and long‑term energy contracts. The CAPEX resembles heavy industry more than software.

AI is still built in code. But increasingly, it is also built in concrete.

Why Eastern Europe Is Moving From Periphery to Core

Romania’s bid is not an outlier. It reflects a broader shift in Europe’s geography of power and computation.

Eastern Europe offers:

  • access to nuclear and renewable capacity
  • lower land and labour costs
  • proximity to Black Sea energy corridors
  • political alignment within the EU

Business Forum notes that Romania is positioning itself as a regional AI‑energy hub, with spillover potential for Moldova, Turkey and Ukraine’s reconstruction.

In the AI era, the “periphery” is becoming the place where the infrastructure actually sits.

Europe’s Strategy: Compete on Infrastructure, Not Platforms

Europe does not have a Big Tech ecosystem to rival the United States. Nor does it have China’s state‑directed AI giants.

But it does have a different model: publicly funded infrastructure and shared compute capacity.

The EU Council has already paved the way for AI gigafactories under EuroHPC.

The logic is pragmatic: Europe may not dominate AI models, but it can host — and govern — the compute that trains them.

It is a bet on sovereignty through infrastructure rather than platforms.

AI Is Becoming One of Europe’s Largest New Energy Consumers

The 1.5GW estimate for Romania’s project is not an anomaly. AI workloads are rising faster than many national grids expected.

Some analysts argue that AI could rival or exceed EVs in future electricity demand. That makes nuclear and SMRs politically attractive again, especially in countries seeking stable baseload.

AI is not replacing the energy transition. It is adding a new layer to it.

The Geopolitics of Compute: Who Gets Access?

As accelerators become scarce and expensive, access to compute becomes a form of power.

The question is shifting from:

  • Who builds the best model? to
  • Who controls the machines that make models possible?

States are entering the race because compute is becoming a strategic asset — like ports, pipelines or semiconductor fabs.

Romania’s project is one answer. More will follow.

AI Is Being Built Into Europe’s Geography

Artificial intelligence is no longer a software story. It is an infrastructure story — one tied to electricity, land, regulation and the physical map of Europe.

And as Romania’s gigafactory shows, the future of AI may be decided not in Silicon Valley, but in the places where the power plants are.
